President of the Human Resources Office, Assoc. Dr. Salim Atay met with the members of the Board of Directors of the Economy Correspondents’ Association (EMD) and made statements about their work. Evaluating the projects implemented by the Human Resources Office, President Atay gave the following messages at the meeting:

“Merit is the main component of effective planning and management of human resources, as our President Erdoğan highlights the importance of this at every opportunity. In this sense, the Economic Reform Package announced in March provides a very valuable roadmap for us. It is aimed at further strengthening the organizational structure of public institutions, taking into account the efficiency and effectiveness of management.

The Reform Package, which includes concrete policies that will carry our country into the future, has three main objectives which are ensuring macroeconomic stability, competitive production and productivity gains, and transparent, predictable and accountable governance. In this context, the task of "regulating processes regarding public personnel by a single administration" was entrusted to our Office. As one of the most fundamental indicators of this, the only address for recruitment in the public sector, is the Career Gate Platform, which is a domestic and national software we have developed. With this Platform, we aim to increase efficiency as well as recruitment that prioritizes equal opportunity and merit in public employment. Of course, the most important factor in making this happen is that job postings are shared transparently with everyone.

Now, all recruitment processes in public institutions can be carried out through the Career Gate. The system allows us to monitor all recruitment processes, from easily receiving job applications with the e-Government integration to placement. We have disseminated a human resources portal in all our public institutions, where merit comes to the fore and recruitment processes can be monitored. Recently, we implemented the first pilot job posting for the Ministry of Culture and Tourism. Until the end of this year, we will contribute to all recruitment in public institutions through this Platform. In other words, all ministries will recruit through the Career Gate. If an interview is to be made, it will be recorded on the video system of the Platform, and in case of an objection, these recordings could be examined. This is a system that we have been trying to create and pilot for a long time, so there are requests for use from municipalities and the private sector, saying, 'You will save us millions of liras in expenses.' Of course, all these studies are the result of the will and determination to develop a policy framework by identifying our structural problems. Within the framework of the task entrusted to us by this determination, we aim for sustainable and efficient human resource management. In this sense, we find it very important and efficiency-oriented that public recruitment processes are carried out from a single platform.”
